Vietnam enters a new era: a chance to break through, or a risk of being left behind?
A broad look at the historic changes of 1 July 2025
Today opens a new chapter in Vietnam’s development. A series of major reforms has officially taken effect, reshaping the national administration and redefining the role of businesses and the power of consumers in a modern economy.
Administrative reform: a decisive step into a new era
From today, Vietnam has only two levels of local government: province/city and commune/ward, under Resolution 60-NQ/TW. Abolishing the district level is expected to:
- Streamline the state apparatus and save thousands of billions of dong in running costs each year
- Shorten the time needed to process administrative procedures
- Accelerate digital government and transparent governance
It is one of the most far-reaching reforms in years, paving the way for Vietnam to catch up with modern governance worldwide.

New laws: trust becomes part of the law
Alongside the administrative changes, three legal pillars — the Law on Enterprises, the Law on Consumer Protection and the amended tax laws — have also taken effect. Highlights include:
- Businesses must publish product information, origin and after-sales policies
- Consumers gain stronger rights to look up information, return products and request testing
- E-commerce faces tighter rules to stop counterfeit and substandard goods
These are not just consumer protections; they also force reform across the whole business ecosystem — companies that are not transparent will be left behind.

No transparency, no future
Opportunity or pressure for Vietnamese businesses?
For small and medium-sized businesses the challenge is clear: change or be left behind. But every challenge hides an opportunity:
- Businesses that embrace transparency early will find it easier to access capital and international partners
- They can benefit from tax incentives and innovation support
- They can win the trust of domestic consumers and export markets
Komlife: 15 steady years – ready to break through
Against this backdrop, Komlife Vietnam is an example of a business that has followed these trends from the start. Celebrating its 15th anniversary at this historic moment, Komlife marks the milestone with a set of firm commitments:
- Its Hung Yen factory meets the required standards and runs as a “green” factory
- Transparent product information, with QR codes for traceability
- “Every product, a commitment”: products made by Komlife Vietnam are held to high standards of quality and safety for consumers.
Komlife has grown not only in scale but also in how it builds its brand: through responsibility, transparency and a sustainable growth strategy.

Vietnam’s economy: the start of a new growth cycle
- According to the latest report from the Ministry of Planning and Investment, GDP grew 6.3% in Q2 2025, above expectations and a clear sign of recovery.
- Rural areas are picking up again thanks to preferential credit and land reform.
- A World Bank report published in June 2025 forecasts 6.8% GDP growth for Vietnam this year, provided macroeconomic stability is maintained and the investment climate keeps improving. International organisations praise the consistency of Vietnam’s policy and its vision for administrative reform.
The signs of recovery are clear. What Vietnam needs now is not speed, but depth and sustainability of reform.
Who will lead in the new era?
The question is not “will the reforms work?” but: which businesses are ready to adapt? Who will innovate? Who will become the model for a new generation of Vietnamese businesses?
Vietnam has stepped into a new era. Whether it breaks through or falls behind depends not on policy, but on the choices of every business and every citizen.
“This is no longer the era of big businesses, but the era of agile, transparent businesses with vision.”
After 15 years, Komlife is clear proof that a Vietnamese business can rise through its own efforts — if it takes the right path.
